China Open Source Daily — 2026-10-21
At its 2026-10-20 weekly meeting, the China OSS Promotion Union (COPU), the country’s oldest open-source industry body (founded 2004-07-22 as a non-independent legal-person voluntary association under government-department guidance), tabled a restructuring outline that leaves its stated international posture untouched while re-drawing its membership boundary: ~140 domestic member units to be verified and re-admitted, 24 foreign member organisations listed for expulsion — IBM, Intel, Google, Microsoft, Red Hat, Ubuntu/Canonical, SAP, GitHub, ARM, VMware, Mozilla, Debian and others — and DeepSeek, Kimi, GLM and MiniMax named for development. Read against COPU’s own June 2026 “one body, two wings” strategy, in which the western wing is defined as deep participation in European and American rule governance and leadership of next-generation standards, the document applies a national-membership filter to an organisation whose declared comparative advantage is sitting in western standards rooms — without naming a single alternative channel through which those 24 units’ technical engagement would continue.
