“MIIT’s office issued the AI SME Startup Support Plan 2026-2028 on September 4, 2026 — a 15-item three-year programme that makes five institutionally new moves on the same unsolved object as the prior four briefings (Ren Xudong’s governance-layer-deficit essay on September 5; CAC’s Qinglang Phase 2 on September 3; Chongqing’s 15th-Five-Year-Plan on September 2; COPU’s KubeCon address on September 2): (1) Item 9 formally names AtomGit as ’national-level AI open-source community’ (国家级人工智能开源社区), the first administrative-document designation of AtomGit at the national-community level and a structural confirmation of AtomGit’s role as the institutional anchor of China’s open-weight release apparatus; (2) Item 4 explicitly names ‘open-source community core contributors’ as a new entrepreneurial subject with an encouraged commercialization path — the first administrative recognition that open-source contribution itself is an entrepreneurial subject class in China; (3) Item 13 introduces compute-equity and data-equity arrangements (算力入股、数据入股), an institutional innovation that treats compute and data as equity inputs into SME ventures rather than market-priced factor inputs; (4) Item 4 also explicitly names ‘one-person companies / super individuals’ (一人公司 / 超级个体) as an encouraged entrepreneurial subject — a structurally new administrative recognition of the individual contributor as an SME-form object; (5) the evaluation-metrics clause (last paragraph) explicitly names open-source project star counts as one of four official performance indicators for identifying high-growth-potential AI SMEs — the first administrative-document use of the GitHub-style star metric as an institutional evaluation metric in China.”

徐贲用『框架误导（misframing）』概念解释为什么中国开源『只看到技术、没看到制度』——同一个 GitHub，梁启超的『国家富强』框与托克维尔的『民主』框得出完全不同结论；开源的『出海』讨论，被一个行政修辞框架遮蔽了它真正的制度含义。

Bernstein（Chernysh 2026, Zenodo）把『可复现构建』原则从代码层扩展到 Agent 编排层：协调环中不用任何模型，昨天的计划回放产生逐字节相同的任务图，每一步携带签名谱系——这是 Ostrom『监测』原则的极致化，也是 AI Agent 时代『行动的定义权』第一次有了可操作的工程答案。

Pacheco, Garrido & Fernández Domingos (2026, J. R. Soc. Interface 23(241):20260508) 用集体风险困境（CRD）博弈论框架，把『全球风险公地治理的资金从哪来』从会计问题升格为制度经济学问题，提出『收入反馈』（revenue-feedback, RF）范式：制度从自身运行中内生地生成资源并实施奖惩，而非依赖外部拨款。本文从适兕反复强调的『大分流 2.0』视角追问：开源基金会是 RF 范式的天然实证，而行政拨款驱动的治理则是其结构性反面——什么条件下治理制度能内生出自身资源，是制度变迁的关键观察点。

“COPU’s September 1 weekly meeting minutes, co-signed by Lu Shouqun (陆首群, acting in his first COPU-named role as honorary chairman) and Jiang Tao (蒋涛), document two institutional moves on the open-weight layer in a single sitting: (1) Lu Shouqun’s first address to a Western foundation — KubeCon China 2026 (September 7–9, Shanghai International Convention Center, co-located with OpenInfra Summit + PyTorch Conference, per Linux Foundation’s June 19 press release) — is drafted with a three-axis framework (performance / cost-reduction / invocation) and a ‘50-vs-2’ open-weight framing, explicitly casting the 50 founding members of WAICO as a majority vote against Anthropic and AWS on the open-weights question; (2) Jiang Tao’s essay ‘Chinese large models are world-class’ is attached in full to the COPU minutes, publishing its four-account-book framework and eight-layer architecture in a COPU-branded institutional surface — a structurally new placement that the prior Silicon Time briefing (August 31) did not document. 胡健、邓渝婷、祁勇 (2025, Economics of Innovation and New Technology, DOI 10.1080/10438599.2025.2458283) 用演化博弈模型刻画开源社区基金会、社区运营商、贡献者三方在知识产权治理上的策略演化，以『数字技术创新』为核心外生变量，得出初始意愿、奖惩机制、贡献成本、侵权风险四类参数对策略均衡的显著影响。论文的价值不在于具体结论，而在于它是 Coase 产权定理 × Williamson 治理结构 × Nelson & Winter 演化制度主义在开源中国语境中的一次系统性实证。
